In the fires of rebellion, some of the more dastardly members of society choose to make their plays. With their forces spread across the city in secret passages and speakeasy establishments, the undermanned Order Force is helpless to spare manpower against the growing presence of organised crime. The only hope is a small task force led by Senior Justiciar Gwendolen Proud, whose aim is to dismantle the two biggest players. Caught in the center of a battle between justice and gold, the party must choose whether to help the understaffed guard force or yield to tempting syndicates when their loyalty wavers under the weight of coin.
